Extreme Heat and Health Equity: Why Low-Income and BIPOC Communities Bear the Highest Risk This Summer
As record heat grips Texas and much of the South this July, the health risks are not distributed equally. Low-income communities, communities of color, and outdoor workers face dramatically higher exposure — and dramatically less access to the resources that protect against heat-related illness and death.
Extreme Heat and Health Equity: Who Bears the Burden
Texas is in the grip of another record-breaking heat season. Dallas–Fort Worth has already logged 18 days above 105°F in June 2026 — a pace that climate scientists say is consistent with long-term warming trends accelerated by urban heat island effects.
But heat is not an equal-opportunity threat. Where you live, what you earn, and what color your skin is determines how much heat you absorb — and whether you survive it.
The Unequal Geography of Heat
Urban heat islands — the phenomenon where dense, paved, low-canopy neighborhoods absorb and retain significantly more heat than greener, wealthier areas — are not randomly distributed. Across Dallas, Houston, and San Antonio, the neighborhoods with the highest heat exposure are overwhelmingly the same neighborhoods that were historically redlined: communities of color, low-income communities, communities with the least political power to demand infrastructure investment.
A 2025 analysis of Dallas County surface temperatures found that the five hottest zip codes were all majority-minority communities with median household incomes below $35,000. The five coolest zip codes were all majority-white communities with median incomes above $90,000.
This is not coincidence. It is the physical legacy of decades of disinvestment.
Who Is Most at Risk
Outdoor workers — disproportionately Latino and Black — face the most direct exposure. Texas has no state-level heat safety standard for outdoor workers, leaving protections to individual employers. In 2025, Texas passed legislation preempting local heat ordinances, eliminating the protections that Dallas and Austin had enacted.
Older adults living alone in homes without air conditioning face life-threatening risk. Approximately 12% of Dallas County households lack air conditioning — a figure that rises to nearly 25% in the county's lowest-income census tracts.
Children in under-resourced schools face heat exposure during outdoor activities and in buildings with aging HVAC systems. Dallas ISD reported 47 heat-related student incidents in the first two weeks of June 2026.
People with chronic conditions — hypertension, diabetes, kidney disease, heart failure — are at dramatically elevated risk from heat. These conditions are more prevalent in BIPOC communities and are compounded by heat stress.
People experiencing homelessness have no reliable access to cooling. The Dallas Homeless Alliance estimates that the unsheltered population in Dallas County is approximately 4,200 — the majority of whom are Black men.

What the Data Shows About Heat Deaths
Heat is the deadliest weather phenomenon in the United States — killing more people annually than hurricanes, tornadoes, and floods combined. Yet heat deaths are systematically undercounted because they are often recorded as the underlying condition (heart failure, kidney failure) rather than the environmental cause.
The CDC's most recent heat mortality analysis found that Black Americans die from heat-related causes at 2.5 times the rate of white Americans. In Texas, that disparity is even more pronounced.

What You Can Do
Check on your neighbors. Older adults living alone are at the highest risk of dying from heat silently. A daily check-in call or visit can save a life.
Know the signs of heat stroke. Heat exhaustion (heavy sweating, weakness, cold/pale skin, fast/weak pulse, nausea) can progress to heat stroke (high body temperature, hot/red/dry skin, rapid/strong pulse, possible unconsciousness) within minutes. Heat stroke is a medical emergency — call 911 immediately.
Advocate for your community. Texas's preemption of local heat ordinances is a policy choice that costs lives. Contact your state representative and senator and ask them to support heat safety standards for outdoor workers.
